
The Pennsylvania Economic Competitiveness Caucus is a bipartisan, bicameral group of lawmakers committed to advancing policy solutions that foster long-term, sustainable growth across the Commonwealth. Established in 2024, the Caucus is focused on removing barriers to opportunity and promoting policies that drive private-sector investment, job creation, innovation, and reverse our declining population trend.
As the General Assembly continues consideration of the 2025-2026 state budget, we, the co-chairs of the Competitiveness Caucus, urge our legislative colleagues and Governor Shapiro to prioritize pro-growth policies that will enhance the Commonwealth’s long-term economic strength.
Our Commonwealth is at a pivotal moment, and the policies we advance now will determine whether Pennsylvania can thrive as a destination for business investment and job creation or continue to decline in population and fall behind more competitive states. Progress will require us as lawmakers to view public policy and this budget as an opportunity to advance priorities that will build a stronger, more dynamic Pennsylvania economy.
For example, we support at least maintaining the current phasedown schedule of the Corporate Net Income Tax, which we passed with bipartisan support in 2022 to decrease the rate from 9.99 percent to 4.99 percent by 2031. Pennsylvania has historically ranked among the highest in the nation for corporate taxes and sustaining our commitment to continue lowering the rate signals that the Commonwealth is serious about attracting and retaining investment.
As the 2025-2026 legislative session continues, we as a Caucus will continue evaluating, developing, and advocating for public policy that drives competitiveness, including focus on energy, broadband, infrastructure, improving the regulatory climate and permitting processes, workforce, and tax policy.
Creating a business climate that encourages investment strengthens our ability to attract and retain residents and a skilled workforce.
The Pennsylvania Economic Competitiveness Caucus stands ready to work with our legislative colleagues and the Shapiro administration to advance these priorities that set Pennsylvania on a path to sustained prosperity.
The Pennsylvania Economic Competitiveness Caucus is chaired by Senators Kristin Phillips-Hill (R-York) and Lisa Boscola (D-Northampton) and Representatives Paul Friel (D-Chester) and Josh Kail (R-Beaver). The Caucus’s goal is to unify efforts across the Capitol and party lines to strengthen the state’s economic competitiveness and ensure a robust, dynamic economy today and into the future.
